IMO it's a little more complex than that. It's not just a response to an immediate threat, after all; it's something Adrian has been planning and working on for a long period of time. And the nuclear threat in canon actually escalates in response to Jon leaving Earth -- something Adrian actually engineered. Fundamentally I do agree with his logic, but it's far from morally straightforward. ;)
Of course, no one human being can take responsibility for the fate of the world. Whether Adrian can realise that (or even realise that he is a human being) is another matter.
